What is the recommended motor controller for this motor?

It will depend on the application, a normal driver will need to handle approx. 1.2A continuous per phase at the 4.2V drive voltage. Ideally for lower voltage motors you would want to use a chopper driver like this: https://bc-robotics.com/shop/drv8825-stepper-motor-driver-high-current/
